Legislative Advocacy Events in San Diego
The AAO-HNSF 2016 Annual Meeting & OTO EXPOSM begins in just a few short weeks, and we don’t want you to miss several opportunities to receive legislative and political updates while in San Diego. Mark your calendar for these “insider” events:

  • BOG Legislative Affairs Committee Meeting – Saturday, September 17, 1:00 – 2:45 pm PDT in Room Indigo CD of the Hilton Bayfront San Diego. Non-committee members are invited to attend as guests.
  • “Invitation Only” Advocacy Leadership Luncheon – Monday, September 19, 11:30 – 1:00 pm PDT in Room 27A of the San Diego Convention Center. This exclusive event, hosted by the ENT PAC Board of Advisors, welcomes members of the ENT PAC Chairman’s Club ($1,000+ donors), representatives from the various Member Sections (WIO, SRF, YPS), and other key advocacy leaders. This year’s special guest speaker is U.S. Representative Raul Ruiz, MD (D-CA).
  • ENT PAC Investors “Thank You” Reception – Monday, September 19, 7:00 – 9:00 pm PDT at The Shout! House, located in San Diego’s Gaslamp District (655 4th Avenue). This event is open to 2016 ENT PAC Investors who have made contributions of $100 or more, and residents who have contributed $50 or more.

Stop by one (or both) of the legislative advocacy booths to learn more about various advocacy-related programs, including PROJECT 535. The booths are conveniently located in the Indigo Foyer of the Hilton Bayfront San Diego (Saturday only), and the Sails Pavilion at the San Diego Convention Center.

Ensure Your State is Covered!
The AAO-HNS is recruiting additional volunteers to help monitor legislative “tracking reports” in each state. Using our tracking software, State Trackers identify legislative proposals impacting your practice and requiring Academy assistance (e.g. letters, testimony, action alert). If you are interested in taking advantage of this unique leadership opportunity, contact govtaffairs@entnet.org.

Join PROJECT 535 – Be a Key Contact for Your Member of Congress
Successful legislative advocacy starts with a solid grassroots foundation. To ensure the message of otolaryngology-head and neck surgery is heard broadly on Capitol Hill, the AAO-HNS launched PROJECT 535. A Board of Governors-sponsored initiative, our goal is to recruit a "key contact" for each U.S. Senate and House Congressional seat to improve our outreach to federal legislators when major issues are debated by Congress. Call for Applications – AMA House of Delegates Representative

Interested in serving on the AAO-HNS Delegation to the American Medical Association’s (AMA) House of Delegates (HOD)? Applicants must be current U.S. Members of the AAO-HNS and the AMA and should have an interest in legislative, regulatory, and payor advocacy. One individual will be selected to serve as an Alternate Delegate for the HOD Interim Meeting, November 12-15, 2016, in Orlando, FL. Thereafter, beginning with the June 2017 HOD meeting and subject to the position’s term limits, this individual will serve as a voting AAO-HNS Delegate. AAO-HNS Informational Updates

 

On September 6, federal lawmakers return to Capitol Hill for a brief legislative session before adjourning again for the final campaign push leading up to the November elections. With a tight schedule and a long “to-do” list, September is expected to be an action-packed month!

Senate Reauthorization of the EHDI Program
The hearing health community, including the AAO-HNS, is continuing its work to secure final reauthorization of the Early Hearing Detection and Intervention (EHDI) program. The EHDI program works to identify infants and children with hearing loss and provide information about various early-intervention services. In August, the Deaf and Hard of Hearing Alliance sent a letter of support to the bill’s sponsors, as well as to the full Senate seeking additional cosponsors. The U.S. House of Representative passed its version of the EHDI reauthorization in September 2015. Contact your U.S. Senators today and urge action on EHDI in September!

CMS Data Collection for Bundled Surgical Codes
The Proposed Physician Fee Schedule rule for CY 17 includes a provision to collect data for all 10- and 90-day global surgery codes from all physicians providing said services. Under this system, surgeons would be required to use a new set of G-codes to report on each 10-minute increment of services provided. In an effort to demonstrate to CMS the enormity of this task and its impact on patient care delivery, the surgical community launched a survey to collect information to help with our advocacy efforts opposing this overly burdensome data collection effort. Of all survey participants, the AAO-HNS was among the organizations with the highest response rate! Thank you to those who completed the survey. National and State Medical Organizations Submit Comments on APRN Proposed Rule
In late July, the AAO-HNS joined a broad coalition of organizations to provide comments in opposition to the Veterans Health Administration’s (VHA) Advanced Practice Registered Nurses (APRNs) Proposed Rule which, if finalized, would permit all VHA-employed APRNs to practice without the clinical supervision of physicians and without regard to state law.
