As of late 2025, only a handful of U.S. states have enacted policies addressing congenital cytomegalovirus (cCMV), with approaches ranging from education to universal newborn screening. Connecticut (effective July 2025) and Minnesota are the only states with universal screening mandates. A growing number of states—Colorado, Florida, Georgia, Iowa, Kentucky, Louisiana, Maine, New Hampshire, New York, Pennsylvania, Texas, Utah, and Virginia—have adopted hearing-targeted screening laws requiring or offering CMV testing for infants who fail newborn hearing screens. Meanwhile, California, Hawaii, Idaho, Nebraska, New Jersey, Oregon, Tennessee, and Washington have education-focused statutes promoting CMV awareness among the public or healthcare providers. The remaining majority of states—over 30—still have no existing cCMV screening or education policy, though several are considering future action as CMV awareness and advocacy expand nationally.
